Harrier Mishap Emergency Response, MCAS Yuma, AZ

Trevet was mobilized by the U.S. Navy and Marine Corps to respond to the crash of a Harrier aircraft from Marine Corps Air Station (MCAS) Yuma onto a residential street, sidewalk, and several front yards in an Imperial, CA neighborhood. The crash destroyed two homes and severely damaged a third.

Trevet arrived at the crash site within two and a half hours and assisted in establishing multiple air and dust monitoring stations, secured access to JP-5 and fire suppression chemical contaminated water, supported the Aircraft Mishap Board (AMB) in securing exclusion zones and limiting site access, and initiated on-site coordination with regulatory agencies. Equipment for safe recovery and storage of the JP water mixture was set up at the crash pit, facilitating AMB recovery of aircraft components.

Pumping equipment and a poly tank was on-site, and the crash pit was dewatered of the JP and water mixture within 72 hours of the initial response. The local storm water collection system was impacted by the release of JP-5 fuel and over 100,000 gallons of water contaminated with fire suppression chemicals. Trevet collected multiple storm water samples, identified a technical approach to remove free product, and removed and disposed of over 130,000 gallons of fuel and fuel-impacted liquids.

Soil samples were collected from storm water collection system discharge areas to confirm that residual hydrocarbons were not present. This was critical because the storm water detention basins have been developed as a community park and playground for the neighborhood. After AMB released the site, Trevet established perimeter fencing; segregated soil, concrete, asphalt, and residual aircraft debris; and containerized, analytically profiled, manifested, and disposed of the material in accordance with regulatory requirements.

Trevet completed a closure report detailing crash pit dewatering; hydrocarbon impacted water skimming and pumping; continuous and daily air monitoring; excavation and disposal of over 150 tons of material; confirmation sampling from remedial excavation, backfilling, and compaction; utility support services, street sweeping, carbon fiber management coordination; and qualitative risk assessment preparation. Regulatory acknowledgement of “no further action” was received within 64 days, with no comments other than regulatory concurrence.
