MC Investigation and Soil Removal Action, NAS North Island, CA
Trevet conducted site inspections and a munitions constituents (MC) investigation of intertidal and supratidal/dune upland soil at Munitions Response Site (MRS) UXO 141, the former Small Arms Range Complex B. Results from the over 300 soil samples collected from 77 soil borings found lead from small arms shot and polycyclic aromatic hydrocarbons from clay pigeon targets exceeding risk-based screening levels.
A removal site evaluation investigated the nature and extent of MC, assessed potential risk to human and ecological receptors, evaluated proposed MC remedies, and recommended a preferred alternative to mitigate unacceptable risk achieve unlimited use/unrestricted exposure status. Field activities were limited by the September to March avian breeding season as well activities at an adjacent, overlapping active small arms range.

Prior to an expedited soil removal action, a biological reconnaissance for sensitive plant species and avian receptors such as the western snowy plover was performed and recommended avoidance or mitigation measures. Remedial goals developed to address site and receptor-specific conditions were accepted by regulatory agencies, and an action memorandum was presented at a public meeting as part of the CERCLA-mandated community involvement program.

Over 2,000 cubic yards of California hazardous waste soil was characterized in place, excavated, and transported for offsite disposal, addressing limited space available for soil stockpiling. Following confirmation soil sampling, the excavations were backfilled with soil from the adjacent beach that met the special nesting needs of the western snowy plover and reduced the cost and carbon footprint of the site restoration.
