MRS Decision Documents and RD/RA, King Salmon Air Station, AK

Trevet prepare a proposed plan and record of decision (ROD) for the Sand Pit UXO, Military Pistol Range, and Open Burn / Open Detonation (OB/OD) Range Munitions Response Sites (MRSs).

The air station is near to the community of King Salmon, approximately 280 air miles southwest of Anchorage on the northern portion of the Alaska Peninsula, adjacent to Bristol Bay and the Katmai National Park and Preserve. The U.S. Air Force (USAF) formerly used the 58-acre OB/OD Range MRS for disposal of munitions. Because of the remote location, Trevet relied on local heavy equipment vendors and a fabricator for blast shield construction, resulting in a significantly lowered upfront cost to the government.

A remedial design (RD) outlining activities required to implement the selected unlimited use / unrestricted exposure remedy at the OB/OD Range MRS was followed by a remedial action (RA). The RD described procedures for identifying potential munitions and explosives of concern (MEC), intrusive MEC removal, disposal pit excavation for MEC and munitions debris screening, soil sampling for explosives and metals analysis, and requirements for MEC and material potentially presenting an explosive hazard destruction.

GPS equipment performance was degraded during the RA by high altitudes and poor satellite coverage, requiring analog surveying to supplement the GPS-dependent digital geophysical mapping. Over 3,000 pounds of material documented as safe were processed, and over 1,000 20 mm rounds and other MEC was rendered inert. The objective of achieving 95 percent confidence that 95 percent of the anomalies did not contain MEC was attained.

A ROD was prepared for the USAF documenting no further action decisions for the Sand Pit UXO and Military Pistol Range MRSs and the selected unlimited use / unrestricted exposure remedy for the OB/OD Range MRS. Following a public review period, the ROD was accepted by the state of Alaska and signed by the USAF and state regulators.
