Removal Site Evaluation and Time Critical Removal Action, UXO Site 14, Naval Amphibious Base Coronado, Coronado, CA
Trevet conducted a removal site evaluation (RSE) and a time-critical removal action (TCRA) at UXO Site 14, the Former Rifle/Pistol Range. The site is currently a 0.35 acre military canine training and kennel facility on the southern Naval Amphibious Base (NAB) Coronado coastline. During range decommissioning, the former earthen impact berms that served as backstops were graded flat and the soil was used as local fill material. Prior Trevet site inspections found lead and antimony in soil at concentrations exceeding background and residential and industrial screening levels.
The RSE further evaluated the extent of lead and antimony in soil before developing a work plan and action memorandum supporting a TCRA to remove the accessible onshore soil contamination and reduce human health risk to acceptable levels. Trevet prepared public notices and presented the TCRA approach at a public meeting.

Over 900 tons of non-hazardous soil, 200 tons of California hazardous soil, and 100 tons of RCRA-hazardous soil were excavated and transported to offsite disposal facilities. Confirmation sampling documented adequate removal of contaminated soil, and restoration of the site and canine facilities was completed within five weeks from mobilization. State regulatory agencies concurred with a no further action recommendation for the accessible onshore contamination after post-TCRA lead and antimony exposure point concentrations for were presented that demonstrated attainment of remedial goals and removal action objectives.
“The contractor's diligence, professionalism, timely communication and flexibility resulted in the tenant having all the information needed to successfully re-locate a subset of the canines and keep the training areas secure for remaining canines and others. This was a very notable benefit to the Navy. Overall, the contractor continued to be responsive to Navy requests for information and updates and maintained positive business relations and interactions with the Navy and regulatory agencies as well.” – NAVFAC Southwest
