Vapor Extraction Systems O&M, NB Point Loma, CA

Trevet conducted five years of continuous operations and maintenance (O&M) of subfloor vapor extraction systems and monitored indoor air quarterly at multiple Naval Base (NB) Point Loma Old Town Campus sites. The Navy has actively used campus facilities for industrial purposes concurrent with an evaluation initiated in 2017 for redevelopment as mixed land use without transfer of property.

The subfloor ventilation system extraction system designed to prevent contaminant containing soil vapor intrusion into indoor air was installed in a large industrial warehouse building in 2019. Additional subfloor systems and new soil vapor extraction systems implementation followed in 2023 at two other campus sites. Prior to extraction systems installation, indoor air TCE concentrations in occupied areas exceeded action levels, resulting in evacuation of the building. Indoor air concentrations remained below the action level during five years of 24/7 systems O&M, requiring no additional building evacuations. As a result, indoor air quality in occupied office spaces has improved, minimizing the impact on the Navy’s mission and day-to-day operations.

Indoor Air Monitoring, System Operation, and Mitigation Compliance, Old Town Campus, NB Point Loma, CA

Trevet prepared and submitted quarterly system O&M and monitoring program reports with historical contaminant trends analyses and recommendations for system operation or sampling program changes. Fact sheets supporting public outreach and risk communication efforts and presentations for regulatory agency and the NB Point Loma Restoration Advisory Board meetings were also prepared for the Navy.
